Job Institution Licensing and Accreditation Officer Organization HIGHER EDUCATION COUNCIL

Job Description
1. Support the Licensing and Accreditation Service processes;
- Provided day to day updates to the Director of the unit on all matter regarding Licensing and Accreditation services;
- Provide support all Licensing and Accreditation Qualification processes.
- Inform and update the Director Licensing, Accreditation and Qualifications Services on the status of incoming applications; 2. Support the chair during the institutional audit and external quality events
- Contact external reviewers to participate in the audit exercise
- Arrange required logistics for the institutional audit exercise
- Liaise with Higher learning institutions
- Support in the writing of the audit report
- Write executive summary to be submitted to the board for further action 3. Support in the programme review process;
- Analyze the programme and advise on the way forward
- Conduct reviewers for the programme review exercise
- Make a follow
- up on the programme under review
- Advise the Director on the way forward after the external review of the program
- Liaise with Higher learning institutions for further action on the submitted programmes 4. Maintain a register of recognized external reviewers and external examiners;
- Support in the compiling of the external auditors data base to be approved by the HEC BoD
- Support in the regular update of the reviewers and auditors database 5. Support a regular program of capacity building events for quality enhancement;
- Support in the organization of training workshop for capacity enhancement
- Support in the logistic preparations for the training events 6. Support in the monitoring of the implementation of the higher education policies and regulations;
- Provide support in the monitoring of the implementation of the Rwanda National Qualification Framework
- Liaise with HLI to ascertain compliance with the HE policies and regulations
Job Profile
Bachelor’s Degree in Education, Education Sciences, Education Public Policy, Education Planning, Special Education, Educational Management & Administration with 3 years of relevant working experience or Master’s Degree in Education, Education Sciences, Education Public Policy, Education Planning, Special Education, Educational Management & Administration with 1 years relevant working experience. Key Technical Skills and Knowledge required:
- Knowledge and understanding of the Rwanda Education Sector;
- Knowledge of government policy
- making and legislative processes;
- Knowledge of the Education sector;
- Analytical, problem
- solving and critical thinking skills;
- Leadership Skills;
- Technical understanding of system being analyzed and how it affects the various business units;
- Good at handling and meeting deadlines;
- Multi
- tasking skills and the ability to balance multiple priorities and keep up with project scope changes;
- Able to work well with both internal and external clients;
- Good presentation skills, and ability to communicate with various audiences, including end users and managers;
- Interpersonal skills;
- Collaboration and team working skills;
- Time management skills;
- Fluent in Kinyarwanda, English or French; knowledge of all these three (3) languages is an advantage.
