Job Description
The Transport Asset Management Senior Engineer is responsible for managing the costs relating to construction, rehabilitation and maintenance of transport projects. This may include new builds, renovations or maintenance work. From early design costs to final figures, quantity surveyors seek to minimize the costs of the project and enhance value for money whilst ensuring that the project meets all legal and quality assurance requirements. Reporting: The Transport Asset Management Senior Engineer reports to the Director of Asset Management Unit General responsibilities include but are not limited to: 1. conduct feasibility studies to estimate materials, time and labour costs; 2. advise on a range of legal and contractual issues; 3. provide post
- occupancy advice, facilities management services and life cycle costing advice; 4. assist in locating and accessing additional and alternative sources of funds; 5. advise on procurement strategy; 6. identify, analyze and develop responses to viable risks; 7. perform risk and value management and cost control; 8. maintaining awareness of the different construction and maintenance contracts in current use; 9. assist in understanding the implications of health and safety regulations 10. enable RTDA to initiate construction and maintenance projects; and 11. advise on the maintenance costs of specific construction and maintenance projects. Specific Duties and Responsibilities: The specific duties include, inter alia, the followings: 1. compile Construction Costs; 2. develop and compile rates for items of construction; 3. Collect the transport project data to feed in the Asset Management System 4. review rates of construction items submitted by Resident Engineer; 5. check payment certificates from development projects and for specified maintenance works to ensure compliance with the condition of contract; 6. assist for development of standardized contract documents for various works contracts (including maintenance); 7. review construction cost claims and advices on actions to be taken; 8. review construction programs and cash flow projections to ensure expected progress of works; 9. prepare, negotiate and analyse costs for tenders and contracts; 10. assess completed work and arrange for payments; 11. prepare tender and contract documents, including bills of quantities with the architect and/or the client; 12. undertake costs analysis for repair and maintenance project work; 13. assist in establishing a client's requirements and undertaking feasibility studies; 14. preparing and analysing costing for tenders; 15. provide advice on contractual claims; 16. analyse outcomes and write detailed progress reports; and 17. assess completed work and arrange payments.
Job Profile
Bachelor's Degree in Civil Engineering, Road Engineering & Construction or Civil Infrastructure Engineering, Transportation Planning Transport Economics, with 3 years of relevant working experience or Master's Degree in Civil Engineering, Road Engineering & Construction or Civil Infrastructure Engineering, Transportation Planning, Transport Economics, Pavement Engineering or Highway Engineering. Key technical skills and knowledge required:
