Job Description
Transport Economist is responsible for undertaking rigorous economic analysis to assess viability of transport development initiatives. Reporting: The Transport Economist Specialist reports to the Director of Asset Management Unit The key general duties and responsibilities of the Transport Economist include but not limited to: 1. lead the work on developing, scoping, costing and evaluating new transport development initiatives, and reporting to RTDA; 2. provide strategic input to support the broader activities of RTDA, including through the drafting of high
- quality documents, analytical reports, strategy briefs and other material on a wide range of issues related to transport analysis and strategy; and 3. contribute to the development of the work programme and identify key priorities. Specific Duties and Responsibilities: The key duties and responsibilities of a Transport Economist include but not limited to: 1. manage and supervise data and quantitative analysis, including modelling work; 2. assist RTDA in transport economics assessments, transport demand and supply analysis, feasibility studies, transport financing, commercializing transport projects and location studies; 3. assist RTDA in development planning including integrated land use and transportation planning, transport investment and economic development as well as town planning; 4. assist RTDA in transport planning including traffic flow studies, transport policy, traffic impact studies and integrated transport planning; 5. provide regular reports and technical notices, when necessary, on status of physical and financial execution of projects. A particular attention will be drawn to the problems that may hinder the smooth implementation and, preferably through anticipative approach, proposing reliable solutions to the matter; 6. supervise transport economic studies initiated by the RTDA and formulate recommendations in order to achieve expected objectives and results; 7. ensure the respect of terms of reference and quality of reports of transport economic studies provided by consultants; 8. assist RTDA putting in place adequate transport economic data on national and international basis in conjunction with other concerned agencies and institutions; 9. provide regular reports on status of area of Transport; 10. provide recommendations to the RTDA on strategic options enabling the unit costs reduction on construction, maintenance and the use of transport infrastructure; and 11. perform any other duty as required or assigned by the higher authority
Job Profile
Bachelor's Degree in Transport Economics, Urban Transport, Transportation Engineering, Transport Planning or Civil Engineering with 3 years of relevant working experience or Master's Degree in Transport Economics, Urban Transport, Transportation Engineering, Transport Planning, Civil Engineering or Urban Transport. Key technical skills & knowledge required:
- Knowledge of computer modeling software;
- Knowledge on transport economics models/ software;
- Knowledge of machines and tools, including their designs, uses, repair, and maintenance;
- Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including the relative costs and benefits;
- Understanding of the National, Regional and International contexts of transport development and economics;
- Knowledge in urban planning;
- Quality control analysis skills;
- Complex problem solving skills;
- Judgment and decision making skills.
- Fluency in Kinyarwanda, English and/ or French. Knowledge of all is an advantage
