Job Description
Reporting: The Legal Affairs reports to Director Genaral The duties and responsibilities of the Legal Affairs Officer are to: 1. act as the legal advisor to the RTDA and coordinate the legal activities of the Board of Directors; 2. ensure the legally appropriate performance of the RTDA’s work; 3. prepare and review legal instruments, including contract agreements and internal regulations to provide legal interpretations and advice of these instruments and regulations; 4. ensure that the legal aspects of the RTDA’s work programme are appropriately addressed; 5. ensure a coordinated approach to legal issues common to the RTDA; 6. provide legal advice, support and intervention to the Authority; 7. coordinates and manages the provision of effective legal services by ensuring that complies with relevant statutes and regulations of Rwanda. 8. anticipate and guard against legal risks likely to be faced by the RTDA; 9. provide legal counsel on issues arising from actual or anticipated law suits; 10. develop and recommend RTDA policy and position on legal issues; 11. conduct pre
- trial preparations for defending the RTDA in legal suits; 12. examine legal information and advising the DG on the advisability of defending or pursuing legal suits; 13. represent the RTDA in legal proceedings; 14. prepare legal pleadings, motions, discovery, stipulations, etc.; 15. review material meant for publication and advise on legal implications; 16. participate in contracts negotiations; 17. participate in the settlement of labour disputes; 18. develop and recommend operating policy and procedural improvements; and 19. any other relevant tasks as assigned by the DG.
Job Profile
Master degree or its equivalence in Law or a Bachelor’s degree in Law with two (2) years working experience or a bachelor degree with less than two (2) years working experience if Legal Officers work under mentorship with a senior lawyer until he/she gains experience. Key technical skills and knowledge reguired:
- High analytical and problem solving skills;
- Legal research and analytical skills in complex areas of law;
- Knowledge of substantive law and legal procedures;
- Decision making skills;
- Contract drafting and negotiation skills;
- Excellent communication skills ;
- Effective organization skills;
- Team working skills;
- Computer skills;
- Fluency in Kinyarwanda, English and/or French. Knowledge of all is an advantage.
