Job Description
- Elaborate and monitor the implementation of a local strategy on territorial administration and good governance at Sector level and produce consolidated reports thereof; - Organize evaluation of decentralized governance practices at Sector level according to norms and evaluation standards developed at national and District level; - Keep and maintain an updated database on good governance practices and specific programs in the District on the one hand, and serve as a custodian of the administrative map of the District and its sub-entities on the other hand, and report any litigious issues about territorial demarcation to competent authorities; - Analyse good governance and umuganda related reports from Sectors, consolidate citizens’ complaints and advise on alternative solutions; - Supervise, in close collaboration with any relevant stakeholder, the implementation of programs aimed at improving good governance. 1
Job Profile
A0 in Political Sciences, Governance, Administrative Sciences, Local Government Studies, Law, Education Sciences; Public Administration, Social work, International Relations, Sociology, Public Policy Key Technical Skills & Knowledge required: -Extensive knowledge and understanding of the Territorial administration and decentralized Governance -Good knowledge of government policy-making processes; -Analytical, problem-solving and critical thinking skills. -Organizational Skills; -Communication Skills; -High analytical Skills; -Complex Problem Solving; -Time management Skills; -Team working Skills; -Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
