Job Description
Duties and Responsibilities I. Corporate Affairs: - Prepare and draft procurement Contracts; - Prepare and draft employment Contracts where necessary; -Provide legal advice and assistance and deliver legal opinionregarding Procurement, HR and Financial issues; - Regularly and timely manage all signed contracts and follow up their expiry for renewal where necessary; - Work with a network of stakeholers and different partners; - Handle any legal issue which may occur; - Regularly reporting to the supervisor of planned activities and their completion according to the attributions; - Use PMO processes and be proactive in sharing legal information and communication with others effectively; - Ensure that quality of work produced is appropriate to the Office of Prime Minister; II. Parliament Affairs: - Ensuring that invitations to the Government Members to represent the Executive to Parliament are well and timely managed; - Monitoring representation of the Executive to Parliament and report back on the outcome on weekly basis and whenever necessary; - Communicating to the concerned Ministries and Government Agencies of Parliament resolutions addressed in line with the oversight of the Government action by the legislative power; - Follow-up the implementation of Parliament resolutions by the concerned Ministries and Government Organs and ensure that they report back to the Office of the Prime Minister without delay; - Quarterly, yearly and whenever necessary, ensure that the consolidated report on implementation of the Parliament resolutions from Government organs is well prepared and submitted to Parliament as recommended; - Undertaking such other reasonable tasks as may be assigned by the direct supervisor.
Job Profile
- A0 in Law with 3 years of working experience in similar domain or Masters in Law with 1 year experience. Key Technical Skills & Knowledge required: - Knowledge of working in pressurized environments. -LegalDraftingand Analysis skills - High analytical and problem solving skills; - Communication skills - Appreciation of the need for confidentiality and integrity; - Effectively work as a team member and independently, with a high level of self-motivation and ability to set and meet goals; -Excellent IT Skills (Outlook, Word, Excel, PowerPoint, Social Media) - Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
