Job Description
Corporate Services Division Overview Corporate services division oversees the Human Resources, Finance and Administration function at CESB and ensures swift service delivery within set timelines using a standardized approach aided by the procedural documents and processes. Stakeholders who are to be served by this division include but not limited to CESB’S Internal Departments/Units and External beneficiaries whom from time to time the direct point of contact varies based on the service required. The division’s gatekeeper and overall approval accountability rests with the Director of Human Resources and Administration Position Overview The role holder will have overall responsibility to consultatively engage relevant stakeholders including suppliers and division manager for CS to ensure services and commodities procured by CESB is of the best quality. Further the incumbent will propose to the management to whom tenders should be awarded based on competitive requirements. Role and Responsibilities 1. Provide Support in supply chain management and Procurement • Coordinate CESB’s Procurement and Supplier Management activities in order to enable key areas of the institution to achieve set priorities. • Support in planning and concluding assigned tenders/contracts from vendors/suppliers for work/procurement of supplies (Including identifying potential suppliers, visiting existing suppliers, and building and maintaining good relationships with them) • To ensure that goods and services are provided cost effectively to predetermined standards and in accordance with current tender and procurement regulations • Supervising and coordinating contracted work / supplies as assigned including ensuring that suppliers and contracts are appropriately managed in line with supplier and contract management best practices • Forecasts levels of demand for services and products to meet CESB’s unit/divisions/departments needs and keeping a constant check on stock levels; • conducting research to ascertain the best products and suppliers in terms of best value, delivery schedules and quality; • Negotiating and agreeing contracts and monitoring their progress, checking the quality of service provided; 2. Research, Reporting and Budgeting • Assist in budgets and work scopes for contracted maintenance activities. Comparing costs for required goods/ services to achieve maximum value for money • Audit of raised PO and invoices before processing payments • Keeping contract files and using them as reference for the future; • Report on both current and future CESB’s needs and customer requirements over the medium to long term. 3. Contract and Tender Management • Evaluate prospective suppliers before signing them up to ensure they meet CESB’s needs. This includes vetting supplier who can deliver goods and services in the agreed quantities, in a timely manner, while observing quality measure • Ensure that procurement processes are completed and documented satisfactorily and in line with government, ministerial and regulatory requirements. • Drive cost reduction and quality improvements from suppliers. • Supervise and coordinate tender process and contracted work / supplies as assigned
Job Profile
Experience Profile • Bachelor’s degree in Procurement, Management, Accounting, Law, Public Finance, Economics with three (3) years of relevant working experience Or a Master’s degree in Procurement, Management, Accounting, Law, Public Finance, Economics Personal Attributes • High Analytical Skills • Knowledge in E
